I believe this will. I used mine to drill through some hard wood and it worked great.

What to use to charge this 3.7 V mini tool? Computer? Mobile usb charger?
The charging cable the device comes with has a smaller end, which is plugged into the device, and the large end of the cable (standard USB) plugs into any standard USB port. It will fit any computer, power strip, charger, etc. that has a standard USB port.

What do I need to get so I can use my 1/4” dremel polishing tools?
I assume by "polishing tools" you mean attachments/bits? Getting a Foredom Flex Shaft will accept 1/4" shanks (Dremel makes a cable, but it only accepts up to 1/8" shanks). Standard Dremel handheld rotary tools only accept collets for shanks up to a maximum of 1/8" (3.2mm) in diameter.
